I love this. Earlier this summer my husband and I were at home when 2 random pit bulls without tages decided to stake out our front porch. We didn't so anything at first because we thought they would go away. Wel, we had somewhere to be and my husband went to load up our car only to have one of the dogs run after him and tried to run inside our house. At that point they were being very aggressive. We called the cops (as did several neighbors) and they said there was nothing they could do since it was the weekend. The city will not call animal control because then they would have to pay them over time. What a joke! So, they we basically said that until the dogs attack us when we go outside they won't do anything. I see now that if the officer feels threatened THEN it is ok to do something.
