Elgin - "I am looking for anyone in the Hendee St. and Harding St. area that have had issues with a bull mastiff dog. My 7 lb. Yorkie Poo was attacked and killed by this dog while being walked on a leash by my mom on 3/26/17. I am aware of someone else that was in court on Friday April 21st in Elgin. Looking to speak to this person. Thank you.

ROODHOUSE — Nancy Edwards was horrified by what she saw last Saturday outside her back door.
She said she watched helplessly as her 3-year-old Yorkshire terrier/dachshund mix dog was attacked and killed by a bullmastiff dog police said got away from its owner.
Fighting back tears, Edwards said she wants a small-breed puppy to replace her dog, Pokey, and made a plea to owners of big dogs that may be aggressive to be more careful.
“Anyone who has a … dog should know how fast they can harm a person or another animal,” Edwards said.
Edwards had let Pokey out about 6:30 p.m. Saturday to “do his business.”
“He was on his chain, which was about 8 feet long, when I heard him bark,” Edwards said. “He barked when it was time to come in. I went to the back door and a bullmastiff dog was [on top of] Pokey.”
Two men and two women tried to get the larger dog off Pokey, who weighed about 10 pounds.
“One of the women came over and pulled on the big dog’s collar to try and get him off Pokey, but he wouldn’t let go,” she said. “He had Pokey in his mouth and was shaking him.”
Despite the efforts, the big dog ran off with Pokey in its mouth. A Roodhouse police officer later found Edwards’ dog dead.
“I got Pokey when he was about 6 to 8 weeks old,” Edwards said. “He was just a happy dog. He slept with me every night. He was very protective of me.”
The bullmastiff’s owner has been cited on a charge of running a dog at large, according to police.
“The dog was wearing a harness,” Roodhouse Police Chief Kyle Robison said. “However, according to the owner of the dog, the dog got out of the house by accident.”
Robison said pet owners in Roodhouse are required to keep all dogs on a leash or in a kennel at all times. He said the bullmastiff is scheduled to be euthanized.
“This is unfortunate for both parties involved,” Robison said. “However, it is especially unfortunate for the Edwards family, who lost their family dog.”
He said the owners of the larger dog were remorseful and were cooperative throughout the process.

Chicago - In 2013 NIKKI ZOLLAR’s 100 pound male bullmastiff escaped from its home and attacked Jib, a female 39 pound Portuguese water dog that was being walked on a leash in an alley.
NIKKI ZOLLAR’s bullmastiff was declared dangerous and ZOLLAR appealed, contending that the bullmastiff was only playing, and that the attack didn’t occur until Jib’s owner kicked the bullmastiff in an effort to get it away from Jib which in turn provoked the bullmastiff to attack.
The “provocation” defense is used heavily by pit bull and dangerous dog owners in and out of court in Illinois and around the country as a defense and as an excuse for dangerous dog behavior. These excuses are accepted depressingly often by people who should know better.
For example, in 2013 in Eldorado Illinois, before people with common sense prevailed upon these two men, the head of animal control and the city attorney stated that when a pit bull dug out of its enclosure, charged across the street and disemboweled a small puppy at the feet of a young boy, the pit bull was provoked because people hit the pit bull trying to get it to stop the attack and because the puppy was not on a leash. They asserted the provoked pit bull could not therefore be labeled dangerous. This judgment was reversed eventually.
Luckily, NIKKI ZOLLAR’s argument that her bullmastiff must have been provoked (she was not present at the attack, and was merely guessing) did not prevail for one simple reason. The city of Chicago created a legal definition for the term “provocation” as it applies to exempting a dog from being labeled dangerous or vicious.
In the city of Chicago the only provocation that justifies a dog’s aggression are illegal actions by a person. Legally, a dog’s actions against another dog cannot justify a dog’s aggression.
From the city ordinance:
‘“Provocation” means that the threat, injury or damage caused by the animal was sustained by a person who, at the time, was committing a willful trespass or other tort upon the premises occupied by the owner of the animal, or was tormenting, abusing, or assaulting the animal, or was committing or attempting to commit a crime.’
Clearly, a person who hits an attacking dog in an attempt to protect another animal from attack does not justify any aggression against that person or the other dog.
All cities and counties should establish similar narrow legal definitions for the term “provocation” as it applies to their dangerous dog ordinances. Defense and protection against an attack should be clearly spelled out in the definition.

UPDATE: Conner, the 8 year-old boy victim was hospitalized for 8 days. When he was found, Conner was unconscious. It was feared that Conner might lose his leg, but he has kept his leg despite losing muscle and veins in his leg. He has gone through extensive physical and occupational therapy.
The dog is now being called an English mastiff and was 18 months old at the time of the attack. The family had only owned the dog for two weeks prior to the attack.

Zion - A Zion teen attacked by a dog received the largest settlement for a dog attack in Illinois history, according to Salvi, Schostok & Pritchard, a personal injury firm.
The firm obtained a $1.125 million settlement July 29 on behalf of a 17-year-old Zion boy who was attacked by a dog while riding his bike. The settlement was approved by Judge Diane E. Winter in the circuit court of Lake County. Previously, the largest dog bite settlement reached in Illinois was $835,000, also in Lake county.
On June 29, 2011, then 15 year old Jordon Bankston, was riding his bike home with a group of friends, when a 120-pound Bullmastiff named Kong escaped from a fenced-in-yard in Zion. Kong attacked the 100 lb boy and mauled him for at least 10 minutes. Two adults could not pull the dog off until someone used a lit cigarette to burn the dog's nose. The boy spent a week in the hospital to be treated for traumatic puncture and laceration injuries to his legs, thigh, buttocks arms, shoulder and head which required surgery. The boy has lasting psychological trauma.
The owner, EDDIE DIAZ, was insured to $1.3 million by American Family Insurance. The attack was not reported online at the time it occurred.
In a side bar, the News Sun notes animal bite statistics for Lake county. Dogs bit roughly 1500 people and about 580 domestic animals were bitten by other domestic animals or wild animals.
New legislation passed this year allows county animal control to impound animals immediately after biting and holding them, at the owner's expense, until a dangerous/vicious dog hearing is held. This new law pertains only to unincorporated Lake county. Residents living in incorporated cities are not protected by this new ordinance and a dangerous dog can remain with the owner until a hearing.

Big Rock - The mastiff that killed its new owner, firefighter Dawn Brown, was a bull breed. Just as developers of the pit bull terrier cross bred terriers with bulldogs to give them deadly gripping traits, developers of the bullmastiff were bred from 60% mastiff and 40% bulldog to create a more aggressive mastiff.
As has been widely reported, the bullmastiff was a new addition to the family and the dogs were not getting along together. There has been speculation that Brown attempted to break up a dogfight.
Dawn Brown was a gripping breed lover. Her two other dogs were a pit bull mix and a boxer.
The bullmastiff was euthanized.
